It's possible that the secretary in question was not the First
Secretary to the Legation (his title may have been, for example,
Second Secretary).

I know roughly what his surname sounds like because I have a Japanese
transliteration of it, so I should know the right answer when I see
it.

This might sound a bit naive, but have you already cosidered
contacting the Austrian Ministry of Foreign Affairs? They should have
files of all diplomats.

Dear Scriptor,

Sorry for the delay.

That is a good suggestion. However, I need the information by
mid-January and so may have left it a bit late to start a
correspondence with the Ministry. I thought that if the information is
available in the public domain, it might be more rapidly accessible.
