I've taken some information from the FAQ's page which I hope will
explain the process.
Google Answers Researchers are screened and approved independent
contractors who are paid for posting "answers" to the site."
Google Answers does have a "stringent process for screening
Researchers before they're allowed to participate.
Applicants must first write an essay explaining why he or she wants to
take part in the program and successfully answer a number of test
questions. When I applied I answered 5 questions, however subsequent
applicants were asked to answer 3 questions.
Unfortunately, at this time:
"Because of an overwhelming response by qualified candidates, we are
temporarily not accepting additional applications. Please check back
with us again, as we likely will begin accepting applications again in
the near future."
Basically - answers are provided 'only' by Google Answers-approved
Researchers.
Each question can receive only one formal "Answer" from a Researcher
who can also provide follow up clarifications to their answer.
The good news is: Comments can be posted by anyone with a Google
Answers account. People who comment are not paid for their Comments,
and they are not rated for the quality of their Comments by the asker.

In response to your query about doing this in your spare time - yes
you could spend as little or as much time as you desired! There are
no set rules. The more you work, the more you get paid. Yes, you can
work from home and some researchers combine a job away from home if
they have the time and computer access while on the job to research
questions. Yes, you could do the research at your leisure nightly, on
the weekends, or whenever you desired. :)
