I have tried to find an indication that Ambac provides international
mortgage loans, but was unable to find something on their website.
Did you have a specific web page on their website that you might be
able to lead me?

Howdy shoaib!
According to the web page you provided:

It appears that Ambac does not really provide loans, but
rather they provide "financial guarantee insurance" to
municipalities (cities, etc.) and (large) corporations.
As for "financial guarantee insurance", this is insurance
that is issued to cover losses due to the failure of such
things as municipal bonds, etc.
I have posted this as a request for clarification because
it does not appear from the provided web page, that Ambac
provides international mortgage loans.
