Very fast, very helpful Answer! I wanted to know what this was, but I
didn't want to spend time looking for it, and it would have taken me
MUCH longer to find it, if I even found it at all. Google Answers is a
great service, and nellie_bly is a great Researcher!!!

I am fairly adept at searching, but wasn't finding what I needed. 
Nellie immediately got to the crux of the question, and found my
answers.

Dear nellie_bly-ga   Thank you for  your excellent & clear research to
find exactly what I need.  I called The New York Genealogical and
Biographical Society today.  They confirmed that through their
ProQuest's Historical Newspapers' every-word-searchable database I
will be able to access every daily edition & every article The New
York Times published, from its first edition in 1851 up to 1998, and I
can download and print any article I need.  All that's required is to
become a member for $60/year - a bargain given its use to me.  I
couldn't have wished for more.  Again, my thanks for hanging in there.

Thank you for your input, Nellie. The sources you provided did give me
more needed background of ways that various colleges allocated funds.
I was looking for more of an overview in one source (more of a
"how-to")to introduce me to the variety of options, and the specific
formulas themselves. The last two sources on your list were not
directly relevant to the topic. One was about copyright and the other
about budgeting for electronic sources. Overall, though, your research
was helpful. Thank you.

I woulda rated your answer a little higher, but firstly the link

appears to be to an ad.

And secondly, I still can't find a list of previous boards of
governers or such of the federal reserve from the link to
http://www.federalreserve.gov/ 

I looked at that site but the information I am aafter is either buried
deep or not there.

Clearly, however, the roumour that someone in the Bush family was ever
assocated with the Board appears to be false. So thanks.

It is difficult to understand why the researcher could not contact the
author's literary agent for more information, concerning family
particularly.   Is the author so secretive about his life?   There was
no way for me to learn more from the website suggested.
