I am rating the answer with 4 stars bacause it wasn't 100% what we
were looking for, but it did answer the question as asked.  The goal
behind the question is an elusive one, and it will be difficult if not
impossible to achieve, because it is unlikely that a concrete example
of all the required funcionality exists in one place.

Dear pafalafa-ga

I am very sorry this reply and rating are late - it may seem remiss or
even unprofessional of me to do so but there was a problem concerning
access to google answers which has now been resolved without blame on
either side so all is well and I can give you the many thanks you
deserve.  Great job and I can't believe that the records I especially
wanted happened to be digitised and freely available to peruse without
payment or registration.

It's true that this answer didn't give me the specific letter I was
thinking of but this could be possibly something hidden away in the
same location in Australia or a case of slightly mistaken memory. 
Anyway it has given me the urge to travel to Canberra and check out
all the exhibits for myself.

I hope to use the service again.  I think I have received value for
money but just to ask you, if you found anything else of note which
you think would be interesting or useful for me, do please tell me. 
My father in law was appropriately impressed I feel by the research
efforts.

Cheers as we say in Britain!  Can I throw you another question soon

Thanks for the answer. It's true that for the maximum price, I had
hoped for more citations from sources that I don't already have (DOS,
AI & HRS are basic sources that I already had, and I was hoping for
more on the danger whistleblowers face. Still, there were several
sites I had never run across: sincorrupcion I didn't know, and though
I know Transparency Int'l, I hadn't noticed their material on Peru,
which may be helpful. So thank you. It certainly helps -- not my own
father, but my client's father, mother & 3 sisters, all of whom are in
serious danger. Your assistance will give them a better chance.

Bingo! Exactly what the doctor ordered, and we're off to Burlington
