The strength of this response is how well founded (and cited) it is in

Thank you for providing me with the info contained in the IRS

PULLED IT TOGETHER VERY WELL AND COVERED MY SPECIFIC QUESTIONS AND NOW
HAVE INFORMATION THAT WAS NEEDED.

Researcher did as good a job as could reasonably be hoped for.  Was
worth the money spent.  He/she obviously understood the question.
