Hey 'Trailhead' thanks for the help. The second workaround did the job
for me.
The first workaround, settings/ctrl panel/folder opt/file
types/extensions-.zip/advanced/...the 'confirm open after download'
was already selected so that was a dead-end! But the second
suggestion, right-click and choose 'save target as', allowed me to
download the .zip file and unzip it offline. So I am now able to
download .zip files with MSIE6. I don't care that it's a workaround
because I don't have the time to screw around chasing the problem.
So I gave you a well-deserved 5 big stars! Thanks for the quick
response.

This is valuable information that was very professionally presented and in a 
very timely manner.  However, it didn't discover the Dutch-American Friendship 
Treaty which offers special opportunities for Americans to obtain residence 
permits; nor does it mention that there is an age limit requirement for work 
permits which disqualifies me.
