This researcher was just *invaluable* in helping my family which some
much needed information.  She (or he) was fast, factual, and backed
everything up with easy to find resources.  If it was up to me to find
this info, I'd STILL be on the computer and this question was asked in
November!  Thanks so much, digsalot!  I'm so glad I finally found this

This is certainly an impressive and detailed answer.  From your answer
it looks like most of the adult population in India is registered to
vote.  If the percent of registered voters who actually vote is 65%,
then this is higher than in the U.S.  The use of picture ballots for
the illiterate means that illiteracy is not a barrier to keep the poor
from voting.  The relatively small number of poll workers does leave
open the possiblity of fraud or accidental mistakes in the voting
process.  But this happens in the U.S. too, as in Bush v. Gore.  I
infer from your answer that the main reason the poor don't use their
majority status to vote for various wealth redistribution schemes is
because power in India is too decentralized to effectively enforce
such policies even if they become law.  I also infer that the amount
of wealth available for redistribution is small compared to the
population as a whole.  And finally, there is India's experiment with
socialism in the 1970s that yielded mixed results.  Once again, thank
you for an excellent answer.

This is good information, however it doesn't resolve questions such as
chemical make up of pencil lead other than graphite, which might be
poison, or if each company producing pencil lead has their own
chemical make up with both soft and hard lead pencils.  Has pencil
lead changed in chemical make-up from 1960's to 2002.  We were putting
asbestos behind walls in schools. No one has really looked at long
term studies with pencil lead in the skin.  How about silver in your
teeth.  Many dentists now-- after looking away from this problem are
now replacing the silver believed possibly to be a link in bad health.
 One couldn't get poisoning from the skin just a few years ago, now we
use patches to deliver medicine.  Research companies need to look into
this further carbon and graphite in pencils are considered poison
according to digsalot-ga's research on website "avera".

The answer was very significant and showed how relatively the
researcher was able to latch onto my wavelength without much
linguistical cooperation from my end in getting him there.  The answer
was focused and did provide me with the adequate argument to go back
into a discussion which had me puzzled for a counter argument. :-)

Thank you for the information regarding the legal/tax issues. 
However, maybe I wasn't detailed in enough in my question or the 2nd
part (costs) took away. was also looking for the steps involved in
setting up a non-profit, such as setting up a board, incorporating,
etc.  The answer met the requirements for the cost estimates and tax
issues, while the comments and direction to the Nolo website provided
the other answers.  Thanks to all for your help
