I would like to believe that the minutes of the Gurnee Village Board

Your pointer to http://www.mplayerhq.hu/homepage/   looks like the
best bet (reference) so far!  the MPlayer, there, boasts of playing 
.m2v files (audio + video tracks) on just about ANY pc, workstation,
linux, mac, etc.  Time and tests will tell!  I give you 4 1/2 stars!

Fantastic, thank you for a thorough answer and search strategy!  So
perhaps this is a way for the station to catch up to their schedule
when there's a delay - saving the half-minute that station id.
normally takes by overlaying it with the start of the show.
   And thanks for offer to help decode it - it happens so rarely that
I doubt I'll manage to record it any time soon, but maybe I'll call
the station and ask them exactly what they're broadcasting.

It took me a while to 're-code' this to match my particular data set,
but I did, and it works great.  So thanks very much for a good answer.
 One weird problem that I am having, however, is that in order to have
the blank lines between the records, I had to eliminate some junk that
was on one of those lines.  (The other line or two were blank
originally)  But now, that cell that had data in it fails the ISBLANK
test, even though no data is visible.  (I took out the unwanted info
and wrote "" back into the cell)  I have tried various ways to make it
pass the ISBLANK test, but the only thing that seems to work for sure
is to go back and just delete the cell, manually, which is a pain.  Is
there some other, more automated, way to solve this little wrinkle?? 
If so, that would make this a 5-star answer for me!
