Dear ollyinozy-ga:
According to statistics from the Australian Department of Immigration
and Multicultural & Indigenous Affairs:
"The 1996 distribution by State and Territory showed New South Wales
had the largest number with 5,992 followed by Victoria (3,149),
Queensland (1,834) and Western Australia (1,076)."

The PDF version of that article is available from the Australian
Department of Immigration at the following location:

So, to answer the first part of your question, New South Wales is the
Australian state with the largest Spanish community.
As for the second part of your question, I would assume that there is
at least some Spanish presence in each and every town in the New South
Wales terroritories. I have, however, found a list of resources on the
cities and towns in the New South Wales area so you can find more
information:
Charles Sturt University has a good guide to resources online where
you can find information on the New South Wales Territories. I have
linked to the section on Towns below:

Google Search Terms:

cities "new south wales"

I hope this answers your questions! If you need any clarifications at
all, please don't hesitate to ask for it. I would be more than happy
to assist you further. =)
