I am looking for the title of a movie and if possible the year it was 
made.  I believe this movie was made between 1980 and 1994.  Also, I 
don't think it was ever in the theaters, I believe it was a TV movie.  
It is a fantasy film.  It is about a boy, who's parents are absent for 
some reason, who discovers he has magical powers.  A man in a suit 
spends the whole movie searching for him.  He tries to tempt the boy 
by inviting him into his luxury corporate airplane.  The boy is 
transported into a foreign magical land, where he meets a huge talking 
turtle.  This turtle's name is the same as a Greek philosopher or 
thinker, but I can't remember which one.  What is his name anyway?

I am unsatisfied with the answer the researcher provided me with
because it is the wrong answer.  My question was answered on google
answers, but it was not answered by a researcher, it was answered by a
regular user like myself.  I don't think I should have to pay the
researcher for the answer that was not even provided by them.

This is not the answer I was looking for.  I have found the answer
with the help of another person.

The only movie I can think of is "The Never Ending Story". Do you
remember any of the actors' names? How the movie ended, began, the
studio that made it?

I'm not an official "answer person" yet, but I was able to come up
with this movie, which fits your criteria.  I've never heard of it,
myself, or seen it, so first I went to the Internet Movie Database,
and searched for "Turtle" as a character name (on an off chance). 
Didn't work, so I started guessing Greek philosophers.  Of course,
Socrates was my first choice.
So, after I weed out a bunch of movies (Including Bill & Ted's
Excellent Adventure) I got the above movie, and find out the following
about it:
It was made for TV (PBS) between 1980-1994 and other web searches
confirmed that the title character was a child, and that the character
of Socrates was a talking turtle.
I couldn't confirm any other plot elements, but I can't imagine too
many made-for-tv movies with talking turtles named after greek
philosophers, so I'm going to call this my "final answer"
