classes also varies greatly, but will range from $30 - $500 depending on what 
kind of HTML class you are looking for and where you want to take it.

Keep in mind that there may be an additional cost for textbooks and lab fees 
for the classes that offer more "hands on" instruction.

As for "best," that's subjective. I have taken various classes at Stanford 
Extension, UC Berkeley, and a couple other Bay Area adult education programs.  
Based on personal experience, I think the adult education programs tend to be 
quite a bargain if you're looking for a general overview. If you're looking for 
a more intensive approach to learning HTML, I'd highly recommend the UC 
Berkeley extension classes. I've taken the HTML for Professionals class there 
and I found it to be thorough and informative.

City College of San Francisco (CCSF) offers a series of *free* non-credit 
classes.  One of these is COMP 9917 / Building Individual Web Sites, 
which might fit your needs perfectly, and hey -- it's free!  I have not taken 
this course, but the one course I have taken so far at CCSF was 
excellently taught.

There is a list of all community colleges in California at this address:

which provides information on each one.  Obviously not all of the 
community colleges in CA are in the Bay Area, but this might help you find 
contact information for the one closest to you.   Community colleges often 
offer free job-training classes, and HTML might fall into that category in a 
number of places.

Personally, I have found that HTML is something where you can really 
"learn by doing".  If you would prefer to learn on your own time, I 
recommend the Webmonkey tutorials (particularly Intro to HTML -- http://
hotwired.lycos.com/webmonkey/96/53/index0a.html?tw=authoring and 
Teaching Tool -- http://hotwired.lycos.com/webmonkey/teachingtool/
index.html) as well as the web authoring books from O'Reilly publishers -- 
particularly "Web Design in a Nutshell, 2nd Edition" by Jennifer Niederst 
and, when you get a bit further along, "Webmaster in a Nutshell, 2nd 
Edition" by Stephen Spainhour.

It really depends on who the teacher is. You may be at a very well-reputed 
college but your HTML teacher may not be so good. There are 2 private colleges 
I have had experience with that have great teachers:
