I've carefully researched your question and have the answer.

A bureaucracy is a formal organization. Bureaucracies are policy
makers by their general definition. The largest bureaucracy in the
United States is the federal government. The federal government sets
policies on a daily basis. You may read about decisions by the federal
government at http://www.firstgov.gov/

The second largest bureaucracy in the United States is General Motors.
GM sets policies for its own company. You may read about General
Motors and its decisions at the company's web site. The link is
