I recently changed web presence providers. The old account is still
open and I can see all of my old email via Webmail, but how can I
access it and download it via Microsoft Outlook. The normal set up
doesn't work, since the IP address and name servers have changed.

I don't understand...why don't you just change the pop server in
outlook to the new pop server? (That means changing the IP or name)

Then I wouldn't have access to the old email. The new WPP doesn't have
my old email. Almost 900 messages that I've never "popped" off because
I like web-based email. After I download the old email I'll close the
account with the old WPP.

If the mail is still on the server, you should be able to set up an
account in Outlook and pull the mail. Have you tried this:
In Outlook, go under Tools->Accounts and set up a new account with the
old email provider's POP information.
It should pull the mail

The old address is MY web site. I've already changed the nameservers
to point to the new WPP, assuming that suggestions similar to what has
been offered would work. They do not. If I have to change the
nameservers back I will, but it can take over a day for everything to
propagate. So that's like a day and a half to change them back to the
old, pop the email, then another day and a half for them to propagate
back to the new WPP. If Outlook could go to my mail folder based on a
sub-folder of an IP address it would work, but apparently it can't. I
tried mail.###.###.###.### where the ###.###.###.### is my old IP
address. If anyone knows how to make it do that please let me know.
