My girlfriend has locked her keys in her car.  How can I unlock the
door with (ie a coat hanger).  She has a 95 Saturn SL.  She has power
locks which don't work and power windows.

Guess I am looking for a more of a "do-it-yourself" type thing.  Or
the least expensive.

Ended up sliding a modified coat hanger through the door and unlocking
the door from the inside.

Most police cars, (DON'T CALL 911) carry "slim-jims" that can be used
to jimmy car locks open. You'd have to prove that it was her car
though, and not all policemen will do this for you instead advising
that you call a locksmith (which can charge anywhere betweeen $20 and
$75) to unlock the door. Best of luck!

Keys for cars are coded.  Upon getting the key code from the dealer,
you can have a replacement key made.

My wife's Saturn (also a 1995) came with three keys, including one
plastic key that fit in her wallet.  The plastic key was fragile
enough that it worked only once.
