How do I configure Microsoft Internet Information Server (v 5.1) to
only serve pages / content etc to specific IP address or computer
names ?

To restrict access based on IP:
1. Log on to the Web server computer as an administrator. 
2. Click Start, point to Settings, and then click Control Panel. 
3. Double-click Administrative Tools, and then double click Internet
Services Manager.
4. If you want to limit access for the whole site, select the Web site
from the list of different served sites in the left pane. If you want
to limit access only for a specific folder, click the folder you want
to control.
5. Right-click the Web site or folder, and then click Properties. 
6. Click the Directory Security panel. 
7. If you want to limit access to a specific set of sites but deny
access to all other sites, click Denied Access.
8. If you want to grant access to all clients by default but exclude a
specific list of clients, click Granted Access.
9. To update the list of hosts or domains in the Except list, click
Add.
10. To add a single computer to the list, click Single computer, type
the IP address in the appropriate box, and then click OK.
11. To add a range of computers in a specific address range, click
Group of computers, type the IP address for the network in the
appropriate box, type the subnet mask for the network range you want
to configure, and then click OK.
12. To add computers by their identified domain name, click Domain
name, and then type the domain name in the appropriate box.
13. Click Properties, type the domain name, and then click OK. 
14. Click OK, and then click OK.

I can get up to step 6. Once I am at the Directory Security Panel , I
don't have the options described in step 7 and beyond. I do have an
option called "IP Address and Domain Name restrictions", however the
edit button for it is grayed out. Any idea what needs to be done to
edit this info ? Is it an XP Pro vs XP server issue ? I want to serve
some dynamic content to myself, but if I end up serving it to the
world I won't do it.

Are you running windows XP and IIS 5.0? Also, in order to do the steps
below, IIS 5.1 has to actually be configured and running first.

I am running XP Pro, and with IIS is running and my website being
served, I still do not have the option to use the edit button in the
"IP Address and Domain Name restrictions" area, or to fully follow the
instructions below.

Hmm...that will be a problem then, unfortunately restricting access
based on IP is available only to Windows 2000 boxes.
There are however, alternatives to this:
1.  You could disable anonymous access to your webserver by unchecking
the box directly above the greyed out box.
2.  Install a firewall on your computer that disables port 80,
effectively blocking any outside access to your server.
3.  Install a firewall and only allow certain IP's access.

Firewalls that allow this type of configuration include:

Tox-ga quickly found the answer to my question. Unfortunately, it
wasn’t quite the answer I was looking for ( but that is more
Microsoft's fault, removing a feature as they move up the OS ladder
(2000 to XP)).

Is there a way to achieve the same results using .NET, i.e. restrict
the remote address from the header to a certain set, group of or
single IP?  I am also running WinXP w\IIS 5.1.
