a bet is riding on this.  on 9th street between 3rd and 4th ave in nyc
we saw a sign that said something like "no honking, fine of $220".  i
dont remember the exact wording but it was something like that.  is
there a way to find out if anybody has been ticketed for honking?  is
this a public record?  if so, has anybody actually been fined?  thanks
in advance.

From Tansportation Alternatives (a magazine) article published in
2000:

"
Horn honking is no doubt one of the most annoying features of city
living, especially in Manhattan. Current ticketing is about one per
day. For more summons to be given requires a huge, organized public
outcry. For example, residents and civic groups on the East Side
demanded horn control during 59th Street bridge traffic re-routing in
1996, and as a result cops handed out hundreds of $220 (and up)
tickets.
