In regards to precipitaion, there's lots of information out there, the
trick is finding the information you need at a single site without
having to wade through tons of extraneous data. The first link gives a
summary for the largest weather station in San Diego County and I
believe includes all the updated summaries you are looking for.
However, I counted twenty-one weather stations in San Diego County and
precipitation varies between them, depending on elevation,
temperature, and other factors - the second link lists monthly
summaries for each station.

In regards to storms, try the following site. I tried a search for the
first six months of 2002 and it reported 40 storms in San Diego
County, including the type of storm, deaths, injuries, etc. You can
select any dates you'd like.

CUYAMACA station's average yearly participation is 34.57 inches, while
the BORREGO DESERT PARK's station is only 6.52 inches (from #2 above).
