jaysonlandrum,

I couldn't find any definitive reference for you, but it sounds to me
like this quote has its origins in the teachings of Jesus Christ.

Can't find the exact quote. Here are three which are similar in
meaning:

"A community is democratic only
when the humblest and weakest person
can enjoy the highest civil, economic,
and social rights that the biggest
and most powerful possess."

Asa Philip Randolph

"The strongest among you in my books are the weak until justice
against them had been served. And the weakest among you in my books
are the strong until their rights are restored."

the first Caliph Abu Bakr

http://www.islah.org/mpp/Protection%20of%20Individual%20and%20Community%20Rights.htm

"We believe in British values. Freedom. Justice. Fairness. Decency.
But we do not accept that those are values for Britain alone. If we
want those rights for ourselves, then we should support those rights
for others."

from a speech given by the British Foreign Secretary, Robin Cook, 26
September 2000

"The privilages you grant to the lowest among you can be no less than
the privilages granted unto yourself. There are none other you may
claim. For in the Dharma, those who are now the lowest may one day
rule and those now in high places be brought low. As you teach today,
so someday you shall be taught. As you act with others today, so
someday you shall be acted upon." - Sakyamuni Buddha in a sermon
deriding the Hindu Cast system.
