Was the amendment to The Juvenile Justice and Delinquency Prevention
Act of 1974 (HR 1501) approved by Congress and the President in 1999?

There were several amendments proposed with HR 1501.  Which particular
amendment are you interested in?

H.R. 1501 was approved in different versions by the House and Senate,
but the House and Senate never passed identical versions to send to
the President.

P.S.: While tar_heel_v-ga interpreted your question to refer to
amendments to H.R. 1501, I'm pretty sure that you meant that H.R. 1501
was the amendment to The Juvenile Justice and Delinquency Prevention
Act of 1974 that you are interested in.  If my interpretation is
incorrect, please let me know.
