Hi csdaniel:

Much of the data available in this area appears to be just "empty
talk" by bureaucrats without any explicit strategies. However, I was
able to find some mention of particular anti-corruption methods
employed by government agencies in China. I have listed the best pages
I found below, with their key quotes.

Build Up A Clean And Efficient Government To Guarantee Sustained
Development Of Economy
URL: http://www.respondanet.com/english/anti_corruption/reports/gore/zhao.htm
Quote: "I would like to take this opportunity to introduce to you how
the Chinese government, and particularly the Ministry of Supervision,
strives to safeguard the integrity of government officials and to beat
corruption for the sake of ensuring the smooth development of reforms
and economic construction carried out in China."
Description: This is the best article I found on the Chinese
Government's "official" stance on fighting corruption. Contains lots
of details.

Corruption and Anti-corruption Strategies in China
URL: http://www.ceip.org/files/events/AngangHuEvent.asp?EventID=284
Quote: "The Chinese government has taken numerous measures to fight
corruption. These measures include forbidding the government, police,
and military to take part in business enterprises; implementing
different accounting channels for revenues and for expenditures; and
implementing a system of 'accountant accreditation.'"

Guidelines for 1998 Anti-Corruption Drive announced
URL: http://www.enstar.co.uk/china/law/legal.htm
Quote: "China's guidelines for its anti-corruption drive in 1998 were
announced recently at the Second Plenary Session of the CPC Central
Commission for Discipline Inspection. Under the guidelines,
requirements for the anti- corruption drive in 1998 include: putting
strict controls on the building and renovation of office buildings and
on the holding of all kinds of meetings and celebration by officials,
placing emphasis on cases involving leading officials, and focusing on
alleviating the burden of farmers and enterprises and on clearing up
extra-budget funds. A communique by the Commission emphasizes that the
anti-corruption drive should focus on the following aspects: improving
the education of Party members in the Party spirit, improving the
legal system to ensure orderly execution in the fight against
corruption, and deepening reforms to reduce and eliminate the
conditions for corruption."

Combating Corruption in China
URL: http://www.transparency.org/iacc/8th_iacc/papers/tiyun.html
Quote: "Based on the country's reality, we, in recent years, have
centred on the following three main jobs: firstly, the promotion of
the integrity and self-discipline of leading officials. The Chinese
government has enacted a Code of Conduct for leading officials at
various levels of government. They are required to make self-check- up
in compliance with the provisions and behave themselves in accordance
with the set standards. Secondly, the investigation of corrupt cases
including cases which involved high-ranking officials. Corrupt
officials were severely sanctioned. Thirdly, the build-up of
professional ethics and the correction of wrong doings in public
services. We have dealt with problems that caused public concerns such
as illegal collection of fees and irregular fines. Simultaneously,
inspection has been intensified over the implementation of state laws,
regulations and administrative decisions."

Hong Kong Independent Commission Against Corruption (ICAC)
URL: http://www.icac.org.hk/eng/main/
Quote: "The Independent Commission Against Corruption was set up in
1974. Since its inception, the Commission adopts a three-pronged
approach of investigation, prevention and education to fight
corruption. With the support of the Government and the community, Hong
Kong has now become one of the least corrupt places in the world."
Description: While this site is for Hong Kong, there is talk of other
areas in China setting up similar commissions.
