Several weeks ago I stopped receiving most images on html email thru
Outlook Express as well as many Web sites thru the latest Internet
Explorer. I use Mocrosoft EX Professional and Norton Systemworks
Professional 2003. I have adjusted all the settings on Exploer and
return them to Default - nothing worked. I also adjusted Norton
Systemworks to low security settings and that did not work either.
Please help. Thank you!

Have you done this?

1) In Outlook Express, choose Tools then Options
2) On the Send tab in the Mail sending format section, choose HTML in
the mail sending format
3) Click on OK 

Also, what version of Outlook Express are you running and what year is
your Norton Antivirus (or version) in SystemWorks?

Also, is your OS Windows and what version?  I have a hunch it may be a
Norton Antivirus problem as opposed to Outlook Express.

1. Yes, I've HTML is the Outlook Express sending format.

2. It's the latest Outlook Express, which came with Windows XP
Professional with  automatic updates and all critical updates.

3. Windows XP Professional is the OS.

Yes, it may well be a Norton Anti-Virus/Security problem...but I can't
figure out how to deal with it.

in the top left corner?

YES, I see the frames with an x sign in html email. I also often see
the frames with an x sign on Web sites, but there - while a big
nuisance - I can open the pictures by right clicking on the frame and
then left clicking on "open picture." One can't do that with the
email.

There are several possibilities here, but I need more information. 

Right before this started happening, did you upgrade IE, Outlook
Express or Norton SystemWorks?

FYI: This is almost certainly being caused by a security setting or
registry entry that is preventing the display of third-party images.
There are several good security reasons for doing this. Viruses often
masquerade as image files and third-party image links are used by
spammers to verify your email address. Personally, I turn off third
party images in my email becuase I have managed to get on some mailing
lists that send me pictures of things that I just don't want to see!

I don't think the problem happened immediately, but I did upgrade
Norton Systemworks from 2002 to 2003, with the same settings. XP
Professional is updated automatically, as is Norton SystemWorks. I
have not changed Outlook Express. THANKS!

Unless you are running any other adblockers/privacy protectors like
WebWasher or Norton Internet Firewall etc., I will have to go with the
culprit being Norton Antivirus.

 The simplest way to check this out, will be to completely disable
Norton Systemworks & Norton Antivirus, Reboot your computer and (after
making sure that Norton is disabled) try to browse the websites/emails
again.If the problem persists, then it is probably not Norton's fault.

Another thing you could do is disable Norton Antivirus's email
scanning options and try again.Goto the options screen and one by one
disable Email Scanning, Script blocking and Worm Blocking. Try to
browse the websites and emails again, after disabling each option.

If you find that Norton Antivirus is not the culprit, then it would
help if you could provide the following information :
 - Are you running any Firewall/AdBlockers/Privacy Protecting programs
?
   Such programs could block "Web Bugs" and third party images, which
would explain your problem
 - What programs start up when you boot into windows?

Please try out the above suggestions and tell us what happened.

It appears that when I disable Norton Virus AND Norton firewall, the
problem is resolved (at least on with a limited test). I've made sure
that all the Norton settings are "default" or less, but with these
enabled the problem continues. I don't want to run my computer without
virus and firewall protection (I use Earthlink DSL). I've posted the
question on the Norton help center. Any other suggestions? Thanks.

Ok! I think that I might have (finally!) found a solution to your
problems.
I have found articles on the net referring to two situations under
which Norton Firewall/Antivirus interferes with display of images.They
are :
  1) Conflicts with Internet Explorer
  2) Ad blocking or Privacy controls in Firewall

But first of all, there appears to be a slight confusion regarding the
Norton Software you have installed on your computer. You said that you
just had Norton SystemWorks 2003 Pro installed. Then, in your last
clarification, you said that you disabled Norton Firewall.Now,
SystemWorks pro 20003 does NOT contain Norton Firewall as per
Symantec's website (
http://www.symantec.com/sabu/sysworks/pro/features.html )
  However, Norton Firewall is available as a standalone product, or as
part of the Norton Internet Security package.So I am assuming that you
have one of these installed.
  Now to tackle the reasons for your software problem.

1) Conflicts with Internet Explorer

 You say that you are using the latest Internet Explorer(IE). Outlook
Express also uses Internet Explorer to display HTML emails. Therefore
any image problems that affect IE will affect your HTML emails also.
The Microsoft Knowledge Base lists the following conflicts Norton
Firewall/Antivirus has with IE.
   - Q309287 : Cannot View Some Images on Web Pages After Upgrade to
IE 6.0

While the above conflict was for IE6, the following article details a
conflict older versions of IE have with Norton Antivirus.

Graphic

      SYMPTOMS : When you browse Web sites, you may find that some Web
pages display a box that shows a red "X" instead of the graphic that
you expect.
      CAUSE : This behavior can occur if the following conditions are

is installed on the computer. -AND-
            The Nisdrv.vxd file is damaged. (This file is a component
of the Symantec programs.)
      RESOLUTION : To work around this problem, use either of the

          Method 2: Remove and Reinstall the Symantec Program

The best solution if you have IE conflicts, appears to be a complete
uninstallation of your Norton Products suite.
After you are finished uninstalling your Norton products,
 - Reboot 
 - Verify that you are able to view images on webpages
 - Make sure that the Internet Firewall that is built into Windows XP

         4. Click Custom Level.
         5. Make sure that all the settings shown are disabled.

click OK/Apply and checkout webpages with IE. If they still work,
enable another setting until you can find the culprit.

info so we can try a new line of attack -
 - Your IE version
 - Do you have Norton Internet security/Firewall installed ? if so,
then which product and what version ?
 - Could you tell me what settings under Privacy are enabled &
disabled?
 - Could you tell me what settings under Ad Blocking are
enabled/disabled?
 - Any other programs running on startup?
 - Names of a few websites where you cannot view images.

OK. I deleted Norton Firewall, which had been downloaded in addition
to Norton Systemworks 2003. Everything seemed to work - I was getting
images. I then bought and downloaded ZoneAlarm Pro, Steganos Security
Suite 4 and PestControl. Am still getting all images with the settings
I selected and feel that my I'm well protected. I was unable to adjust
Norton Firewall so that it would not block some images. This should
resolve the problem - though not in the way I would have preferred.

stu-ga, since uninstalling the firewall brought your images back, I
believe that the problem was due to a conflict with IE6. Therefore, if
you follow the instructions given in my above answer, you should be
able to use Norton Firewall.

question.
