What company, organization, or otherwise operates and controls the
publically available Spews.org arbitrary block list?
Needless to say that the actual information provided by WHOIS lookup
is false:

As can be seen from the above, the organization is listed as
"organization: Visit Lake Biakal!" which is obviously falsified. Also,
"email: chip@sendmail.ru#3" isn't even a legit email address to start,
but even removing the "#3" provides a non-operating email address and
in no way reflects what company or organization is controlling the
actual Spews.org arbitrary block list.

However, since this "Maxim" ISP has not delegated the IP to the actual
organization that is using it (even though it should under issuing
guidelines) this also provides no clue as to the actual operator.
And it is said that the company or organization that operates/controls
Spews.org views various newsgroups, but that obviously does not
reflect who actually operates it.
I'm certainly not looking for the above information or other vague
"rumours" or "maybes" in the answer. So the question remains... What
company, organization, or otherwise operates and controls the
publically available Spews.org arbitrary block list?
