article in a newspaper or magazine, a book, or something else?

What is the work about?

Also, what does "U.I.L." stand for?

My apologies for asking so many questions; it's just that I didn't see
any references to this work on several search engines or the Library
of Congress, and I thought that you might be able to give some clues.
