number/percentage of cases they brought before the immigration court
in San Francisco. I do not mean one who has practiced the longest or
who went to the best schools, just one who has who has won the highest
number/percentage of cases they brought before the immigration court.

This is probably something you're going to have a hard time finding a
specific answer to.

By eliminating all the resources you did, you leave very little to go
with. I understand your reasoning of course, but the answer to your
question is going to be a matter of conjecture, because there is no
central reporting authority for lawyers to track wins/losses of cases
to compare against other attorneys.
