Where can I download a name list of US cities by county?

I am not sure if this is exactly what you are after, (which is why I
am posting it first as a "clarification"), but I think it's the
nearest thing to it:
The "U.S. Cities Galore" is a downloadable program which contains
193,000 cities, towns, and townships by county and state versus 40,000
in atlases or gazetteers. One of the program's functions titled
"Lookup County" provides genealogy researchers or hobbyists with the

I need the 'raw' data to use in an tool I'm creating for myself. I've
looked on the US census site, but their data is statical in nature,
and all I want is a list of names. (could be cities or 20,000
population) that are in each county of the US.

State: Michigan
County: Ingham
Cities over 20,000 

Lansing
Mason
Holt 
and so on....

State Utah
County Davis
Cities
Layton
Ogden
and so on ...

You can obtain this information from the National Association of
counties ( http://www.naco.org )
Go to: "County data queries"
http://www.naco.org/counties/queries/index.cfm

EXAMPLE -
Go to http://www.naco.org/counties/queries/st_srch.cfm
Click on "View Counties for a selected state" 
Select a state (from drop-down menu) e.g. Alabama and click "submit"
Then you will find a list of 67 counties in Alabama
Click on one of the cities, e.g. Autauga County, and then click on
"Cities in Autauga County, AL" and you will see a list of cities in
Autuga.
