Hi katcarr,

There is a very comprehensive article on how the government has been
financed from 1790 - 1990 at:

http://www.emory.edu/COLLEGE/ECON/faculty/
curran/Research%20Ideas/Wallis.pdf

Prior to 1776, the US was a British Colony and therefore an "American"
government didn't exist.

If you need clarification, please ask prior to rating this answer.

Thanks!
