I would like a complete list (either text file, XML, or some other
type of "Raw" data list) of standard Units of Measure and their
associated abbreviations. A good list for me would either be approved
by ANSI, the UN, or be from the Unified Code for Units of Measure.

I would like, if possible, to also have a conversion "factor" for each
unit so as to allow conversion to the same type of measure (i.e. mass,
volume, length, etc...)

Hello and thank you for your question.

The complete list of standard Units of Measure and their associated
abbreviations (but without conversion factors) is at

http://aurora.rg.iupui.edu/~schadow/units/UCUM/ucum.html#section-Alphabetic-Index-By-Unit-Name

The above cite is to the index by unit name, which links to various
tables that where the information is set out in full.

I have set out all of the relevant data tables in .rtf format at the
following Web location; it will remain there for 30 days, so you
should download the material before the site expires:

http://www.lucidmatrix.com/uploads/GA Conversion Tables.rtf
(set your page layout to 'landscape' for best results)

For the conversions, here are a number of good sources where the
relevant conversion factors are set out in tabular form:

If you find any of this unclear, or if there are any conversions that
I missed, please feel free to Request Clarification. I would
appreciate it if you would hold off on rating my answer until I have
an opportunity to respond.

The link to the .rtf file is all one line. For some reason Google
Answers is not making the link entirely 'live' so you will have to
copy and paste the entire line into your browser

The comment by Kemlo is correct--for some reason The §24 prefixes in
Table 1 are missing a digit (and where applicable a minus sign) from
the exponent. The cite I gavbe you in my answer is to an .htm version
of a document that usually is given in .pdf
Here's the .pdf cite (the correct Table is on page 12)
http://aurora.rg.iupui.edu/~schadow/units/UCUM/UCUM.pdf
or
http://www.dicomwg12.org/structured_reporting/encoding/UCUM.pdf

Obviously some typographical errors arose in the translation into .htm

yotta is 10^24 not 10^4
zetta is 10^21 not 10^1
exa is 10^18 not 10^8
peta is 10^15 not 10^5
tera is 10^12 not 10^2
---
deci is 10^-1
centi is 10^-2
milli is 10^-3
micro is 10^-6
nano is 10^-9
pico is 10^-12
femto is 10^-15
atto is 10^-18
zepto is 10^-21
yocto is 10^-24

Your downloadable file was basically what I was looking for. Only
thing missing from the file was the individual metric measurements
(i.e. non base like kilo, milli, etc..), but they were easily added
from your reference sites. Thank you again.
