Focalex has been around for a great length of time, and carries big
name clients like : Microsoft, Sprint, Compaq and Dell.

All of the three resources I listed employ at least a double opt-in
method.

This answer is two-fold. If you needed a provider to run your lists,
Postmaster direct allows you to administrate it via their site. The
cost is $20 CPM to do it yourself, or $50 CPM with help from their
sales staff. (They help sell your unsold inventory)
