I am quite interested to know in relation to the moral, ethical &
legal rights and responsibilities of individuals, why it is important
for university to have regulations for the use of computing facilities
by both students and staff?

Is there implicit in your question the idea that university
regulations are, or may be, superflous or redundant since existing
laws and standards of conduct should suffice to govern the conduct of
the individuals using the computing facilities?
