Hi there Dazsparks-
judging by the type of car and the format of the licence number you
supplied, you wish to track down a UK licenced car.
Control of registered vehicle information in the UK is the domain of
the Driver and Vehicle Licensing Agency.

They have fairly strict criteria about what information they will give
out and to whom, viz:

by telephone: The following information can be obtained:
-Date of Registration
-Year of Manufacture
-Engine Capacity (c.c.)
-Colour

The numbers and costs for this are quoted next:
"The vehicle Check Service is a premium rate telephone service and
calls are charged at 49p per minute. The telephone number is 0906 185
8585. This service operates Monday to Friday between 8:00am and
8:30pm, also Saturday between 8:00am to 5:30pm."

by letter: You can obtain the previous keeper details of a car
registered to you by writing to:
Vehicle Record Enquiries,
Vehicle Customer Services,
DVLA,
Swansea SA99 1AJ
You've got to give the registration number of the vehicle and the
reasons for your request. It costs £5.

However, it seems you can also request the release of another
vehicle’s keeper details if you can show "reasonable cause for
needing the information."
To do this, you need to complete form V888, available from the UK Post
Office or the DVLA themselves. The fee for this service is £2.50, and
again you have to specify "the vehicle registration number of the
vehicle you are requesting information on, full reason for your
request and the date of event" to the address given above. It would be
up to them to decide whether your reason is sufficient to release the
information.

If this proves fruitless, you could try contacting a classic car club
and see if they know the whereabouts of the car. Most classic clubs
have a newsletter or register of some sort that may help in tracking.
There is a Vauxhall Cresta Club in the UK- I can only locate a postal
address for them:
R and Q Ridgeway
70 Elmleaze
Elmbridge
Glouc
GL2 0JX

Alternatively, you could try the Vauxhall Owner's Club, at
http://www.uk-classic-cars.com/vauxhallowners.htm. They are interested
in cars manufactured between 1903 and 1957, which I believe includes
the Cresta your Dad owned.

I hope this answers your question. Please post comments if you need
clarification over anything I've stated.

Best of luck finding your car!
