I'm glad you were persistant with your terminology. I found the manual
that you requested in the first place. I assumed the term 'electrical
installations of building', meant any generic installation. Without
taking up any more of your valuable time, here is your publication :

So to answer your question - the IEC sets the international standards,
and the standard you are seeking is under the IEC 60364. This what
this standard covers as per the site :
What this standard covers
"Covers: a)circuits supplied at nominal voltages up to and including
1000 V a.c. or 1500 V d.c. b)circuits, other than the internal wiring
of apparatus, operating at voltages exceeding 1000 V... "

This would mean that low voltage is definitely included in this
standard. We are unable to view the publications online, but at least
we finally found the right one.
I suspect the part you would need is probably in this portion:
