Hi there auxilium!
The registry key that you've found is part of Microsoft's Messenger
program. This program gives you the ability to instantly send messages
to other people using that program, via the internet.
The specific purpose of that key is information that is not made
available by Microsoft. If you wish to find out more about Messenger's
internals, thought, then a good place to start is the Messenger API,
available here:

If you do not wish to keep Microsoft Messenger on your computer, you
can remove it completely. Here's how to do this:
For Windows 98, ME or 2000:
Simply remove it by going to Add/Remove Programs in your Control
Panel.
For Windows XP:
See here for exact instructions:

Be warned that removing Messenger from Windows XP may make your system
unstable, so backup anything important before proceeding.
I hope this answers your question. If anything's unclear, then please
do not hesitate to request clarification before rating this answer.
Thanks, and good luck.
