Is there a way to find out if someone was an Eagle Scout with the Boy
Scouts of America, in Pennsylvania?  Are there lists?

Knowing this isn't everything you "really" want, but, to keep the
Google Answers process rolling as expeditiously as possible, I'm going
to crawl part way out on a limb here to answer your question.

Your original query did not ask for a specific "locate", but simply
whether a particular person could be verified as having reached the
rank of Eagle Scout. The answer to that question is "yes".

The second part of your question asked whether there are lists of
Eagle Scouts. Again, the answer is "yes".

The National Eagle Scout Association maintains a registry of all Eagle
Scouts and can be reached at the National Headquarters of the Boy
Scouts of America in Irving, Texas, a suburb of Dallas. Here is their

Anyway, to make a long story shorter, I am an Eagle Scout living in
the Dallas area, so I called BSA  headquarters in Irving earlier
today. The person I spoke with explained that they keep Eagle records
dating back to 1912. Because the records cover so many years, they
represent over a million (!) Eagle Scouts. That's why, in a previous
RFC, I requested a specific year - the records are available, though
not online, and must be looked up manually in books by year. The good
news is, the folks at the Eagle Scout Service Center are willing to do
that for us.

I have now technically answered your original questions. However,
clearly you are seeking information for a specific person, and I would
be pleased to offer that additional data in response to another
Clarification from you. Just shoot me the approximate year Mr. Couch
would have made Eagle, and I'll call BSA Headquarters again (they
close at 4:30 pm CST) and see what I can find out. Of course, if you
would prefer to contact them directly yourself at the phone number
provided above, that's your option, but I might be able to save you
some long distance charges.

By the way, should anyone reading this answer be interested, the Boy
Scouts recently opened a new museum adjoining their headquarters in
Irving. I have not yet had time to go see it, but I've heard it's
quite good.

The Boy Scouts have an Eagle Scout record for only one Ronald (no
middle name recorded) Couch from the years you named. He made Eagle
rank in 1961 in Rochester, NY (which is not all that far from
Middletown, PA). He was in Troop 193 of Council 397.

I hope this completely answers your question. If not, just ask for
further clarification and Google will notify me of your request.
