For some unknown reason now when I click on a desktop icon or a
textual link in an article a small box appears which I must then click
on again to go to a full screen viewing, adding an additional step to
the process that I didn't have before. How do I eliminate this
additional step? I use IE6/Win 98.

Instead of clicking the maximize button in the top right corner...

The next time it opens in a small window, move the window to the top
left corner of the screen, put the cursor in the bottom left corner of
the window until it turns into a diagonal double arrow, increase the
window size to fill the entire screen. Close IE and reopen it. This
will take care of it.

It does not retain the maximize setting after you close it, but it
does retain the manual window size.
