Hi, devoogle --

Can you give us any further information about the mural, such as the
topic, or what the mural shows? Any extra information you can provide
would be a big help!

From an article... It seems as though these people are hidden from the
rest of the world, as evidenced by a mural visible not to the people
in the neighborhood but to the commuters and tourists passing on a
well-traveled highway. The art on the uninhabited structure shows
"pictures of flowers, windowshades and curtains and interiors of
pretty-looking rooms that have been painted on these buildings on the
sides that face the high-way. It's a very strange sight, and the
pictures have been done so well that when you look the first time, you
imagine that you're seeing into people's homes, in fact, that have a
distinctly middle-class appearance," Kozol writes.

The other important info I have is that it was paid for by the city of
New York... you'd think it would be in their records somewhere.

Hi again, devoogle!

I discovered that there's a (black and white) photo of one of these
walls painted with fake windows and the like in a book I own. If I can
find you purchasing information for the book, will that suffice for an
answer? I'll also keep looking for an actual photo for you.

Hi Saxifrage,

What about scanning the picture? I just need to show it to someone...
ideally I wouldn't buy the book.

hi saxifrage,

Looks like scanning isn't an option? I'll take the book purchase info
as an answer then. Thanks.

Hi, devoogle --

I'm sorry to have gone quiet on you; I was away for the holiday
weekend. Unfortunately, scanning is a problem, as there would be
copyright issues with the image. If you'll accept the book purchase
information as an answer, great! I'll post it shortly.

The book in which I found the image is "The Clothes Have No Emperor: A
Chronicle of the American 80s," by Paul Slansky (New York: Fireside
Publishing, 1989) -- ISBN 0-671-67339-4. While the book is out of
print, there are a number of used copies for sale at Amazon:
http://www.amazon.com/exec/obidos/tg/stores/offering/list/-/0671673394/all/ref=dp_pb_a/002-4384658-4768863

The image of the mural is on page 75. According to the book, there was
an article about the plan to cover abandoned buildings in the New York
Times on November 7, 1983; you may want to check your local library to
see if they carry the Times on microfilm (many large libraries do).
The book also mentions another report (though it doesn't say
specifically that it's in the Times) by William Geist on November 12,
1983.

I'm sorry I wasn't able to find you the actual image in a way that'd
be easier for you to get at, but I hope this will help! Thanks for
asking the question.

Very detailed, very helpful. Found the book and the Times article at
my local library. Still looking for a better picture though, maybe in
an article published after the fact. Thanks also for excellent work
done by bcguide-ga.

Hi devoogle-ga,

What you're looking for is not really a "mural." The city of New York
was a bit embarrassed at the condition of the South Bronx in the
1970s. The planned shrinkage
(http://www.geocities.com/CapitolHill/Lobby/6353/su99plag.html) was
working well.

A visit from the Pope and the President, Jimmy Carter, spurred the
administration to do something about the burned shells of building,
many of which contained apartments that were still homes to families.

The solution? Cover the windows with metal and paint scenes on the
covered over windows. As you looked from your car - or from the
elevated train as it rumbled through the South Bronx, you saw suburban
scenes... windows with flower pots and curtains, interior scenes of
family tranquility, shades or blinds.

Many New Yorkers were appalled at the waste of money - what building
improvements could have been accomplished with the money spent on the
"beautification" will never be known. I think I may have pictures
somewhere, but I can't find any clear ones online.

…Takes you on a tour of the elevated train ride. The windows of the
buildings are not captured in these photos, but try to imagine looking
out at the buildings as you ride by. In the uninhabited apartments,
you’d see cheery scenes PAINTED on the sealed up windows. Bizarre!

Shows a crew at work in the area for the beautification project

http://www.firenuggets.com/bronx.jpg shows a burning building. You can
see the windows covered, but there painted "pretty" scenes are not
seen.

http://www.washingtonmonthly.com/graphics/9904.block2.jpg
Another South Bronx building stands amid the rubble.

http://www.ralphmag.org/AM/south-bronx.html more scenes of the South
Bronx without the beautification.

These are more traditional "murals" complements of the neighborhood
grafitti artists. http://omega.resa.es/piotr/archivos/grafitty/

I searched google images for Bronx tenements then for Bronx windows. I
tried Mott Haven windows, Brook Ave, East Tremont... a very long list.
Tried searching the third ave EL since it went through some of the
beautified neighborhoods. No Luck.

The Bronx has begun a rebound and many of the shells have been
replaced with private homes and decent housing. But Jonathan Kozol was
acting in character when he was horrified by the facades. It was an
indictment of New York that such a solution would even be considered -
never mind applied!

If I dig up an old picture, I'll post it as an answer.

Hopefully soemone else will have better luck.
