I have carefully researched your question and have your answer.
If you are not the person whose CLUE report you are seeking and if you
do not have their written permission to access their report, there is
no possible way you may access that report.
You may, of course, ask homeowners whether you can access their
report. If they consent, you may access it that way.
CLUE is owned by ChoicePoint. You may read any information you're
looking for online. The link is

Insure.com says homeowners can access a free copy of their own CLUE
report if they are denied insurance due to information contained in
that report. And in those cases, CLUE will notify the homeowners.
If you own a home but haven't been denied insurance due to information
in a CLUE report, you can also order a report on your home. You may
order a copy of the report from ChoicePoint.

Hello--
I'm sorry you don't believe I answered your question. However, I
believe I did in fact answer your stated question. Your question asked
whether you can buy a database or access information about people in
the CLUE database if you don't have the prospects' names. Was this
correct?
I answered that you cannot do this. An article in Insure.com states
this, "Unfortunately, you can't order a CLUE report if you are not the
homeowner. Prospective buyers aren't allowed to request a CLUE report
for a home they want to purchase. "But there's nothing stopping you
from asking the homeowner to provide you with a copy as a condition of
the sale," says Wilson. She believes such requests will become
commonplace in the very near future."
