1) I'm behind a college firewall
2) I'm trying to access two programs, IRC, and Ultima Online
3) I've had my network administrator open the ports that each
application uses
4) I believe both use the TCP/IP protocol
5) How do I successfully connect to either or both
6) This question will be paid for if the person answering aids me in
successfully connecting to UO, and I would appreciate aid in
connecting to IRC but it isn't required
7) I will do my best to answer any clarification questions that come

Can you tell me the contents of the following box or command:
If you are using Win95, 98, 98SE, ME, click "Start" then "Run" then
type "winipcfg" and click the run button. You may have to change the
connection in the drop-down box from PPP to your ethernet card if
applicable. Tell me what your:
IP Address is (only the first three sets of data.. i.e. if your IP is
192.168.1.122, tell me only that it is 192.168.1.x)
Subnet Mask
If you are using Win2000 or XP, click 'Start' then 'Run' then type
'cmd' and click run. Type 'ipconfig /all' and report to me your:
IP Address is (only the first three sets of data.. i.e. if your IP is
192.168.1.122, tell me only that it is 192.168.1.x)
Subnet Mask
Now, go to Start, settings, control panel (or Start, Control Panel if
on XP), go to 'Add/Remove Programs' and tell me if you have "Microsoft
Proxy Client" installed.
Thanks!

The answer may be that the firewall is not forwarding the proper
ports.. Just because a port is opened, doesn't mean that it is
forwarded.
Unfortunately, the answer to your question is most likely that it
can't be done from your end. You'll have to talk with the network
administrator and have him figure out why the network does not allow
connectivity with UO, etc..
Sorry...
