Before I even started researching this question, I must admit that I
was skeptical (as most people probably would be). If the CIA were to
have assassinated Bob Marley, they would most certainly NOT have used
anthrax because
a) this would have been easily detected in the hospital
b) this would likely have caused more casualties
c) the CIA does has "bigger fish to fry"
d) generally the CIA does NOT have authority to assasinate people
I tried not to be biased however, and came up with some interesting
things.
I found an article which explains this conspiracy theory and here is
an excerpt: "As biographer Timothy White tells it, at about 9 PM, "the
torpor of the quiet tropical night was interrupted by a queer noise
that was not quite like a firecracker." Marley was in the kitchen at
the rear of the house eating a grapefruit when he heard the bursts of
automatic gunfire. Don Taylor, Marley's manager, had been talking to
the musician when the bullets ripped through the back of his legs."

Although this is not the anthrax variation of the story, you might
find that it is an interesting read.
Searching for anthrax, CIA and Bob Marley yielded no results, and this
suggests that this is a variation of a conspiracy theory that is not
among the most popular. While there are several theories that suggest
the CIA was responsible in the death of Bob Marley, most of them
involve gunfights.
A similar theory that suggests that the CIA injected Bob Marley with a
cancer causing agent, written in a convincing article might prove to
be an interesting read. "In the article, Hatch examines the history of
research into possibly cancer-causing agents during the years
immediately after then-President Richard Nixon's 1969 order to halt
U.S. offensive weapons research and stockpiling of biological warfare

I am not suggesting that the CIA either did, or did not assasinate Bob
Marley. The job of the CIA is to protect American interests, and if
you think that Bob Marley was a danger to the welfare of America, and
that the CIA could pull this off, then you are free to believe this.
Isn't it wonderful that we live in countries where we can freely
discuss conspiracy theories like this?
Also, I did try to get to the CIA website to investigate this from
their end, but it refuses to load up to me for some reason. If you
want to, I suggest that you take the time to email them and ask for
their side of the story. You might or might not receive a reply, but
it is probably worth a try. As for Bob Marley's CIA files still being
classified, this is not peculiar at all. It could be something as
simple as protecting methods the CIA uses, or something more complex.
The CIA is probably more interested in keeping America secure than in
trying to prove that they did not assasinate Bob Marley.
