flux. The term "offshore" here still conjures up images of oil rigs
and black gold.
Insider tip: Check back in a few years to see if any progress has been

Hello,
Thank you for the excellent research.
I am slowly and methodically going through the sites you have
provided. I am wondering if I could clarify a few things and get your
thoughts or expansion on the answer.
Many of the sites you have listed provide "IT outsourcing" which may
or may not include "software development" and/or "programming". I am
only interested in those that do. IT infrastructure, hosting,
internet connectivity, eCommerce store setup, management of
mainframes, and most other IT services are not interesting to me. I
will be providing the majority of design and architectural work
through our U.S. software architects, who will feed designs and
provide technical leadership to the offshore development team we are
partnered with.
Could you help me narrow down the list to just those that provide
software development and programming?
I also very much appreciate your thoughts about which countries I
should focus on. Based upon this, I would like to focus on Brazil,
Mexico, and Canada. Please feel free to disregard other countries
from further research.
If you could re-review the original list of companies you found and
select some more companies in these countries that focus on software
development and programming, this would be great.

One last question... I am having some trouble with translation on some
sites to English. Are you reading the sites in Portuguese or Spanish?
Or are you translating using an online service? What service? I'm

Re: I have sourced this information from the November 15, 2002 issue
of the CIO magazine. They have even mentioned that the minimum salary
for a Brazilian programmer was is $1,308/year (which is more than
India and China). $1,400 for Mexico is possibly the minimum. As far as
Canada is concerned, they must have considered 1,000 hours instead
