My company has produced a new rating system for companies.  Companies
rated highly on the system return seven times the market average over
a 15 year period.  S&P 500 companies we have rated are very interested
in the system.  The process is covered by a world wide patent
appliction.  We are about to launch the service to brokerage firms and
are looking for an additional $200,000 to assist with the launch.  I
am looking for specific people that may wish join the small group of
shareholders who have already invested in the business.

In general no.  We are really looking for people.  If a person in a VC
firm has a real passion for this area then we would consider
approaching them.  Most VC firms  will not look at anything less than
$500,000 so our needs fall outside their remit.

look for a business angel, it's almost impossible to get a VC involved
for such a small amount. Moreover, you are looking for expert
knowledge as well.
