Hi Simon152-ga,
Deutsche Telekom expressively allows for reselling ('Unteranbieter').
Please have a look at their general business practices for 0190
services ('Allgemeine Geschaeftsbedingungen' - AGB) on the website
previously mentioned:

Their intelligent network management service allows you to forward
received 0190 calls to any number and it's also prgrammable based on
time and date.
You can also buy a block of numbers.

Btw. I have also found, that there will be a new service '0900' which
will replace 0190:
The new service is handing out numbers since 2/2/02 and the new 0900
'Premium Rate Service' (PRS) can be used starting 1/1/03 (however,
0190 will still be valid until 2005).

Also, the these new numbers are not actually handed out by Deutsche
Telekom, but in a move to further deregulation, are handed out by the
telecommunications regulations commission (REGTP -
http://www.regtp.de/) not only to networks (like Deutsche Telekom) but
also directly to content providers and others (resellers).
