Dear dmarcov,

After searching several archives for President Clinton’s speeches I
have developed the following list. I have ordered them
chronologically. As you can see, the President was quite vague at
times about referring specifically to a Palestinian state. However, I
have also included some other forms of presidential communication from
the later years of his administration that do refer to a Palestinian
state.

October, 1993
Press statement with Jordanian Crown Prince Hassan and Israeil Foreign
Minister Peres. The president refers to the future establishment of
Palestinian Self Government

September, 1995
Signing Ceremony of Israeli-Palestinian Interim Agreement. The
president refers to the Palestinians writing “their own destiny” and
deciding for themselves who should govern.

October, 1998, Wye Talks
The President makes a very vague reference to Palestinians being able
to “shape their own political and economic destiny”. He avoided
specific question about a Palestinian state.

October, 1998, Signing Ceremony
The President makes reference to more territory under Palestinian
control.

December 14, 1998,
President’s speech in Gaza City, where he states:
“the opportunity to shape a new Palestinian future on your own land.”

January, 2001
Speech at the Israeli Foreign Policy Gala
The President lightly scolds Israelis for building settlements that
encroach on what will be a future Palestinian State.

The following are not speeches but other forms of Presidential
communication you might find interesting.

December, 2000
The Clinton Proposal that refers specifically to the parameters of a
Palestinian state.

January, 2001
In an open letter to the Palestinian people, President Clinton says
the Palestinians are close to achieving their goals of “establishing a
state.”
