I cannot find anything on an Edwin Delby, but there is an Edwin Dolby
who painted aroung 1970. Could this be who you mean?

I have found a painting by Edwin Dolby. Could the signature be that?

Dear yapdon-ga
I have now built up a substantial amount of information on Dolby who
was an engraver, lithographer and also painted in watercolors and
pastels. He appeared to have specialised in architecture (cathedrals)
and city views. I also have values. There is nothing whatsoever on
Delby. I await your response to the signature before I post any
answer.

The artist maybe Dolby but the signature is reasonably clear and it
looks like Delby. The picture is of a cathederal or church and it is
done in pastels

Dear yapdon-ga
I am posting this as an answer as I believe that the painting is
probably by Edwin Thomas DOLBY.
I can find no mention on the internet of an artist by the name of
Edwin DELBY and I have checked with library sources and an art world
contact to confirm this.
Obviously I haven’t seen painting and the signature, nor can I judge
its age, style or quality, but from what I have established so far:
subject matter and name similarity, I think that it is a distinct
possibility that it could be Edwin Thomas DOLBY. The research and
links below will allow you to make your own judgement. I think you may
need to show it to an expert for their opinion.

Some of the pages contain a large amount of information. To go
directly to the name, in Internet Explorer click on EDIT > FIND > type
in> Dolby and it will take you to the name.

Edwin Thomas DOLBY
English - flourished in England between 1849-1865
Although later paintings by him have been identified. Unfortunately
little is known of his life. However, from the subject matters he
seems to have traveled extensively in Britain and Europe specialising
in architecture and city views.

From a contact within the art world I understand that works by Dolby
showing Charters Cathedral, Lierre Belgium, and Caudebec on the Seine
have been sold at auction in the past 10 years.

Finally, for a one time visit fee of $10 at
http://www.signaturehelp.com/ you can examine signature(s) of Dolby
and make a comparison with your painting.

If after this reading this research and links, the painting does not
appear to be by Dolby it will at least helped you to eliminate Dolby.
