I am posting this as an answer as I believe that the painting is
probably by Edwin Thomas DOLBY.
I can find no mention on the internet of an artist by the name of
Edwin DELBY and I have checked with library sources and an art world
contact to confirm this.
Obviously I havent seen painting and the signature, nor can I judge
its age, style or quality, but from what I have established so far:
subject matter and name similarity, I think that it is a distinct
possibility that it could be Edwin Thomas DOLBY. The research and
links below will allow you to make your own judgement. I think you may
need to show it to an expert for their opinion.

in> Dolby and it will take you to the name.
Edwin Thomas DOLBY
English - flourished in England between 1849-1865
Although later paintings by him have been identified. Unfortunately
little is known of his life. However, from the subject matters he
seems to have traveled extensively in Britain and Europe specialising
in architecture and city views.

showing Charters Cathedral, Lierre Belgium, and Caudebec on the Seine
have been sold at auction in the past 10 years.
