Do you know of any utility or application I can use to do the
following.

I want to know what process/program is/has used a specific file.

That is, if a file is locked (i.e. cant be deleted or edited), how can
I check which program is currently using it?

Also, if that can be logged it would be great as this file gets
accessed written to by different applications.

Does this make sense?

Operating System is Windows 2000 Advanced Server.

This is the utility you are looking for :

Introduction  

Ever wondered which program has a particular file or directory open?
Now you can find out. Handle is a utility that displays information
about open handles for any process in the system. You can use it to
see the programs that have a file open, or to see the object types and
names of all the handles of a program

By the way, there are several other utilities on that website which
you will probably find very interesting and useful. I recommend
looking around there for a while when you have time for a cup of
coffee and some reading. Some of the utils come with source code as
well.
