How could I argue for 'planning can only sustain development, but not
the environment'?

I think the arguement is base on the topic 'planning can only sustain
development, but not the environment'.

I will present the "for side" of this arguement, I have to provide
evidences to support my side or, alternatively, provide evidences to
prove that planning could not sustain the environment.

Because I am studying in the U.K., I think the planning would be based
on British Planning System and concepts.

However, before answering the questions, I would like to ask you
concern what 'sustain' means here, and sustainable
development/planning in Britain.
