What is the corporate structure, corporate culture?
This is less clear from their website, but it would appear to be a
standard format with a CEO and board of directors. and this is
followed by distributors, wholesalers, and national sales customers
would need local managers or sorts.

The external environment would appear unfavourable, as they note in
their own Annual report. According to the Philadelphia Biz Journal
they are expected to make a 3Q loss.

As to what they should do? Well because we are only information
researchers it is hard to suggest anything specific. The best we could
do is research corporate strategies in general.
From my own basic awareness of these things here are a few ideas that
could be considered.
Consolidate your resources/cut costs
Expand, open more stores outlets?
Increase marketing- radio/TV/newspaper campaigns, sponsorships of
events?
Target new markets with new products or marketing style?
Target particular socio economic geographic areas?
Offer a new value adding service?
Acquire other related resources/companies suppliers of sugar for
example?
Why these things should be done ( ie what the advantages of each
strategy would be ) I'm not really sure but presumably it improves
brand awareness and association with the product encouraging people to
buy more.
These are just ideas though, I'm not an expert in corporate issues
though.
