What song contains the lyrics sign(s) of the time(s)?  This is NOT the
Petula Clark oldie or the prince song eiter.  This song is an
alternative/electronica dance song that could be included in the
trip-hop genre.  The song was from the year 2000 or before and is sung
by a female vocalist.  Some parts of the song are sort of downtempoed
but most of the song has a rather quick beat.  I've already checked
the lyric sites that enables you to enter phrases only, but nothing
came up.

Is there anything else you remember that could help us find this song?
The results for all four variations of the sentence is coming up with
a staggering amount of songs.

I believe this is the song I was looking for.  Its not quite how I
remember it though, but I did only hear it one time at night two years
ago.  Thank you for your research and I'm sorry that I didn't get with
you sooner as there was a family emergency.  I believe this song will
work for the answer.

Really, I should apologize for pressing you to reply.  You are the
customer, so you have the say as to whether a Researcher is correct or
not.

I hope that the family emergency turned out all right; that is much
more important than my answer.

Anyway, turning to the answer, the song is called "Sign of the Times",
by The Force of One.  It appeared on the 1996 album "Above the Law -
Enforcers" --or "Enforcers - Above the Law", according to Vitaminic. 
(Or perhaps the title is really just "Above the Law"; the "Enforcers"
are apparently the artists or the producers of the tracks.)  You can
hear the entire album, or buy an MP3 of this song, on Vitaminic.

It's possible that you heard the song differently because a DJ was
mixing it with another record (whether you heard it on the radio or in
a club).  That's my hypothesis, anyway.

Well I thank you so much for the information that I received, and I'm
very grateful that I finally know who this artist is now.  I do have
another problem though, the only song I have found from "The Force of
One" is off the "Enforcers:  Above the Law" comp cd, I would like to
purchase an album these guys if in fact they do have an album out, but
I have had zero luck finding an album from them.  I would very much
like to know if you have any pointers or have any more info on these
guys.

If you look at the cover of "Enforcers: Above the Law" on the
Reinforced Records web page, you'll notice that "The Force of One" is
not listed.  All of the artists on the cover -- except one -- are also
listed for songs on the album.  The one exception is DJ Tee Bone.  So
one can deduce that DJ Tee Bone is, in fact, The Force of One.  And
indeed, the review from fused.com confirms that DJ Tee Bone did this
track.

It does not appear that DJ Tee Bone has done an entire album of
material.  However, he has done work on tracks from several albums:
