What a neat question!

The quick answer is no. The program was discontinued in 1999. Here is
the reference at their website:

In 1932 Raleigh introduced these coupons that offered a free pack of
playing cards. In an effort to bring in more customers they expanded
the line of gear available through the program in 1934.

In 1943, they discontinued the original coupons because of the war (as
per the site). They again introduced them back to the public in 1949,
until the program was finally halted in 1999.
