Is there any reasonably priced sound recording equipment available on
the market that can enhance phone conversations so that it sounds that
the parties are talking to one another in the same room? Only one of
the telephone lines would be constant.Need it to be priced in the
$2,000 to $3,000 price range or lower.

Are you looking for equipment to record phone conversations? 

Basically what I think you are looking for is a telephone that can
optimize the audio coming through, although I am uncertain as to the
exact level of quality you are expecting.

Hi, 

I need to clarify a few issues with you. 

1. A voice on a phone line has reduced frequency response. It is not
possible to enhance this to match the voice of a speaker as it sounds
in a room.

2. Therefore it is only possible to let's say, record the two-way
conversation through a device that connects to a telephone line. This
downgrades both voices to a similar level. Hearing this recording on a
speaker, you will find both voices having similar characteristics.

Basically, it is not possible to upgrade a voice that is originally
having a reduced spectrum to match a speaker in a room.
